In the ACC all of the 19th Century tobacco insert cards are listed as an "issue" of the company on the card (ignoring the ATC). Allen & Ginter for example is titled "Allen & Ginter Issues" and includes series 1-69. Next is "Duke Issues" and includes series 70-159. It goes by company all the way up to 693; which is the "1887 Kalamazoo Bats" baseball series.
Interesting (at least to me); the ACC does not list 19th century tobacco cards as "N", they just have the number. It is the only grouping in the ACC without a letter designation. In the ACC the "N" series are Central and South American tobacco issues.
It wasn't until sometime after 1960 that the hobby started to classify American 19th century tobacco cards as "N"series.
Edit....the change in the "N" series designation came with the publication of the Sports Collector's Bible in the 1970s.
