There are many instances where Topps (Hockey) branded inserts were distrubuted in O-Pee-Chee packs (Example: 1993-94 Premier Finest). Often there were similar inserts issued with both Topps and OPC, but branded accordingly (Example 1993-94 Premier Gold). My question is this, should inserts issued in O-Pee-Chee packs, but branded as Topps be listed under the O-Pee-Chee set or just the Topps. Remember these cards are indistinguishable from the Topps issue, and unless you knew that they were distrubuted in OPC packs, would be considered as Topps. There are examples on this site where Topps inserts are listed under both Topps and OPC (Example: 1970-71 Topps Sticker Stamps) and where they are only listed under Topps (Example: 2002-03 First Round Fabric). My own opinion is that if a card is branded Topps it should only be listed under Topps, regardless of whether or not you could find them in O-Pee-Chee packs.
