There are many instances where Topps (Hockey) branded inserts were distrubuted in O-Pee-Chee packs (Example: 1993-94 Premier Finest). Often there were similar inserts issued with both Topps and OPC, but branded accordingly (Example 1993-94 Premier Gold). My question is this, should inserts issued in O-Pee-Chee packs, but branded as Topps be listed under the O-Pee-Chee set or just the Topps. Remember these cards are indistinguishable from the Topps issue, and unless you knew that they were distrubuted in OPC packs, would be considered as Topps. There are examples on this site where Topps inserts are listed under both Topps and OPC (Example: 1970-71 Topps Sticker Stamps) and where they are only listed under Topps (Example: 2002-03 First Round Fabric). My own opinion is that if a card is branded Topps it should only be listed under Topps, regardless of whether or not you could find them in O-Pee-Chee packs. 

I think you hit the nail on the head - if the "insert" is indistinguishable from the "regular" Topps release, I don't see how it can be called an insert. If there was some marking (well - ANY marking) which somehow differentiated the two, even if it were simply in the copyright and small print details, I could see an argument for listing Topps as an insert - but indistinguishable to me means, no insert - just listed as part of the Topps set separately.

Once a card is out of the pack in your hand it should be listed according to the card not the package.  Who can remember years later what pack a card came out of?  Remember those Upper Deck hockey packs that contained three different products.

Old post made new(ish) ...... as per what admin has stated to me just recently about the SPA cards this might be an item to bring up with them because if the cards were released within the OPC packs then it would be considered part of the OPC set? But again I was just browsing old posts and thought this one might be worth refreshing.

Based on my own conversations with Admin, I have been listing Topps branded inserts issued with OPC sets as "Topps Insertsetname" under the OPC set. If the inserts were also issued with Topps, they are also listed under the Topps set as "Insertsetname" without the redundant "Topps".
