We have cards listed as RC for Marvel and other type sets.
On the Pokemon we should also have RC or FC for First Card.

Or even FA = for First Appearance but I prefer RC or FC myself

Ok so let's give them FA for First Appearance going to some shows they have certain characters cards out saying Rookie but truthfully it should be FA as how comics do it. But FC would probably be best for First Card

I can see the use of ROO for that card. There are 5 such labeled cards in that set, but they also have Rookies clearly labeled on the card itself so ROO would be a proper note. That said, not exactly keeping with usage of ROO, but Impel did put it on the card. As Chuck said, RC should never be used in this case. As for your other suggestion, not my area of expertise.

"ROO" is not the same as "RC". ROO is for subset cards with "Rookie" printed on them.

I don't think they are subset but part of regular set. But we should label cards that is the First card of a fictional character as FC and can kinda be viewed as the RC for sports in some ways.

A subset is part of the base set. An insert set is separate from the base set. Examples subsets can be All-Stars, League Leaders, marquee Rookies, Young Guns, Rookies (like Impel used here), etc. The subset is part of the numbering scheme as every other card in the base set et all.
