Just because it is listed on a card does not mean it is the individual (Real person or not) RC
Many folks here do not have gaming or non sports cards and focus on sports cards. Going into gaming shops is a very different world and knowledge base from the sports card lingo, knowledge and world.

"ROO" was never meant to be a replacement for "RC" and shouldn't used be as such. As others have said, it's an abbreviation for a subset name. Unless there's a Non-Sport/fictional/whatever "Rookies" subset (which I can't imagine exists unless we consider the Ghost Rider example given earlier), it doesn't belong in that category.

The example of Ghost Rider with a Rookie listed on the card is not really a good example and is not really a FC or RC as he has several cards before this. Most characters in the DC/Marvel world have since most have been around a minute.
But DC/Marvel , Star Wars, Gaming and other Non Sports card collectors are a different breed collector also. My main knowledge is in the sports world but been expanding my knowledge in other realms
Best advice I've always heard is collect what one likes

But that particular Ghost Rider is not the same as the one before. That Ghost Rider in the example is Danny Ketch and the Ghost Rider before him is Johnny Blaze. Also, they have different power sets despite looking similar. They are effectively two different characters.
The only reason I showed that card is because the manufacture designated it as a "rookie" card and since many sports cards also designate a player's rookie card with some sort of marking put there by the manufacturer, it would stand to reason that regardless of fictional or not, a marked rookie card is just that, a rookie card and should be marked as such on the database.
As for trying to determine which card is in fact the FC of characters, that would probably be crazy difficult to do as some characters debut on trading cards in Japan before showing up here in the States. So that may not be optimal as it may truly not be that character's FC.

I think the reason there is no FC, RC, PR, etc is what has not been mentioned...Pokemon is a TCG for kids, not a collecting set for adults. There are no print runs because the original intent of the game was everyone would have an opportunity to pull every card out of a pack or buy what they needed to build a deck and everyone would have their fair share or opportunity to buy what they needed. Yes, there are special variations now and thus likely limited print runs of highly sought after cards but at its core it is a deck building game, not a trading card set and has always been that way.

What does the manufacturer list on their official checklist? In the case of Pokemon, I have never seen any designation for their debut card. As for other Non-sport idk because I haven't looked at the manufacturer's official checklist. I would say No because the manufacturer doesn't say anything.

On Pokemon no it doesn't but we have the ability to do so ( but it would take time ofc)

Other thought would be this may get more people into collecting first appearances of characters kind of like Rookie cards. Not sure if it will do anything for value per say of the card but will make things more fun.

Another thought on this:
It was Donruss that made RR or Rated Rookie popular into today's terms of labeling cards. In the somewhat recent years now Topps now uses RC on it's cards. such as the 1985 Doc Gooden card it doesn't say RC but we know that it is.
So in today's terms we are used to something but the idea back then was not developed yet. Such as in 1984 collectors may have scoffed at the idea of putting rookie or Rated Rookie on cards. My Father told me, Dealers of the past didn't want people knowing what cards where rookies so people would sell them to cheaper to them. And they would say their cards are worthless when they where not.
So having stuff in databases it increases education
