A side issue here seems to be that Neutral feedback is 'hidden' from other members doing a simple profile review before conducting a transaction. We'd have to manually check all the reviews for any that are Neutral. Why is that? Could that be improved?
I think Bruno's concern (aside from his own bad experience) is that someone will be fooled into a bad transaction because the user's rating now does not reflect a potential issue, which seems like a very valid point.
Also if this scam story is true, why is this member still on the site? That seems like a far bigger issue here.

No feedbacks are "hidden". Use the dropdown menu and choose "Neutral" (or Positive or Negative) to see all of them together.

Tim, they are not hidden. Admin updated the feedback section awhile back with a drop-down list that one can go in and choose which rating one would like to view. (as Chuck just posted)
Also, I will post a New Feature recommendation for a header of sorts that would give a breakdown of the feedback ratings, much like is done on other sites like Ebay. That would then show neutrals (and positives/negatives) for any member to view.

Question - as I will generally scan feedback history of a new trading partner (even if it shows as 100%), will any feedback ratings that have been reviewed/changed by the review board be apparent (ie, a footnote in the individual feedback stating that it was peer reviewed and changed from negative to neutral on xx/xx date?)

I think Tastybrisket10 makes a really good point here. Maybe it is too late to change the system but having a neutral option for feedback - that is really a lesser degree of negative is a flaw in the system that will continue to cause confusion and problems. Honestly I'd say that the majority of my transaction experiences are neutral - but I have never left neutral feedback because I know it would be perceived as negative.

There is such a focus on the feedback rating (and its particulars) right now that I just want to put something out there. Before the review board was created, there were some people implying that folks were trading with the problem users of the site without paying attention to their bad feedback. And while I’m sure a few cases of that have happened, what I have largely seen is the opposite.
Many of the frauds and scammers of the site did their deeds *in bursts* while they had a 100% positive rating. They either built it up with a few trades first or just had fresh accounts with no negative feedback yet. The first example is what happened to me. He proceeded to take on dozens of trades in one short period of time while his feedback was still 100% and then never made good on his trades.
I can only hope the discussion of what to do with the problem traders is going on more behind the scenes with the RB than it is publicly, because the focus right now (based on first impressions) from what is being said and not being said is a little disappointing and disheartening.
The feedback system (and/or review process) will never be perfect no matter how it is finalized. You can’t come up with a great judgement in all trade interactions! But you can ban habitual, glaringly obvious thieves.
