What is the rule if cards in a certain set do NOT have the print run on the actual card?  In other words the person that created the checklist probably got the print run from a price guide and included that run # in the "Note" section.  Is that allowed?

I do believe it is, if the guide is of a trusted source they should have done the research themselves. PR will usually be listed somewhere, be it price guides, websites or packaging. The good thing is that everything can be edited.  If you are confident that they are correct and your research is sound, add it in as PR### as per the guidelines.

that is correct. the guide will say Cards "X" through "XX" Print Run of 100 (example) so, on here, we would use PR100

We are gatherers of information here. Any reliable source is fine, and we do not need to show that. We get info like that direct from the manufacturers or from other sites who got it from the makers. We do not limit PR#s to just those that are noted on the card. One of the rare situations (if not the ONLY situation) where the info that goes in the Note field does not come directly from the card itself!
