I did a little digging too. It appears that Spotlight Tribute Ltd. was a legitimate company that went under

It was an entertainment magazine from what I coould find, which explains the perferated edges of cards we actually already have in the database in non-sport as they seemed to be inserted, or meant to be inserted into the magazine.

Legitimate company...Entertainment which sports does fall under.
EDIT: Sorry forgot to add this part. The individual cards do not have the NFLPA or NFL logo. I do not know if that is an issue since the sheet came out of an entertainment magazine. Sports Illustrated doesn't have the logos on any of the interior stuff they put out through Sports Illustrated for Kids
