I recognize the Mark Carrier card in the bottom right as a 1995 Collector's Edge Black Label card, and that fits with the BL-1 on the back of the card. I don't know exactly what it is but would imagine it has to do with that set.

I found two cards from this set for sale on CheckOutMyCards.com (COMC). They list it as 1995 Collector's Edge Pictoral Checklists Black Label.
