The back has the "toppsonlinestore" website and there is a 2006 copyright from "Topps". Makes me think it is a custom card from the Topps website using the old design templates. I didn't know those were around in 2006 but then I didn't notice when they were first available to use. I do recall at one time Topps provided templates of their designs for people to make online customs and maybe for an extra fee get them printed up.
