I have had this card for 30+ years and decided to find out more about it but I can't find anything. I can't find the 1989 Franklin Caramel Co set but nothing after that

can't = can?'
The card says 1993 not 1989. I can't find anything relating to it.

What is your opinion on the card as far as rarity goes?

Hard to know, since these were produced by some unknown company back in the day and there were no controls on it. That is kind of the problem with these unlicensed products from that time period. No accountability. They could've made 100 or they could have made millions (and even continued printing them 4 to 5 years later on - there really is no telling what they did.
Do you like the card? Are you happy to have it? If you answered yes to either question, then keep it and enjoy it. If no to both, put it up on ebayand see where the bidding takes it - then you'll get an idea of relative worth.

Yes like the card. I like all my cards regardless of value. I'm not interested in selling it I'm just curious as to it's rarity & possible value

Best case scenario, on a great day, to the right buyer, you could have a $20 card.
But on most days, to most of the world, a 30 year old bootleg Joe Jackson is probably $1 - $5 to the small portion of collectors who might actually want it.

Anyone who knows anything about baseball would know that Joe Jackson wasn't black he was white. This isn't Joe Jackson its Bo Jackson.
