Actually, the W516-2-3 are relatively simple to identify because only red and blue ink were used, and the portrait was not reversed. The only other version that came in only red and blue ink was the W516-2-1, but the portraits were reversed. It's definitely a W516-2-3. The three #19's shown above are W516-1-1, and the two #12's shown above are W516-2-2. There are 3 other versions not shown in any of the photos above.
