I don't know if there is an easy answer for this one. If this had been released in only one set, would you normally list it under Promo under inserts and related sets or somewhere else?
If you would be listing it there, then I would think it should be put under each individual set. Now as far as adding it to your collection, I would say to mark it down in which set you think that individual ad came from. Of course this may be impossible to know, and at that point I would think to just make your own choice. Still tricky though as it would make it seem that there were still other ads to collect, even though there is only one.
This is sort of similar to the 2017 Rediscover Topps buybacks where we should document them under the set you got the card from. However. if you can't possibly know which set it was from (buying loose for example) then just list it under the Topps flagship. What stinks with this one you have is that there really isn't a main flagship since it it cross branded.

You know I am almost wondering if the entire Pick Up Game insert should be listed as it's own set entirely with a note indicating where it came from. I realize that they were pulled from Metal, Upper Deck etc, but it seems like the set is identical in each release. For instance, the first card Stacey Augmon is probably the same exact card in each release. If you have the Stacey Augmon from Metal, it's silly to think that you don't have the Stacey Augmon from Upper Deck. However, if you tell your collection you have both, it makes it seem like there are two seperate cards.
In regards to the 2017 Topps Buybacks I mentioned, there does not seem to be an actual uniform checklist to the buybacks, so it is possible a specific buyback you got from heritage is not possible to pull in the flagship release. So it seems reasonable to have them listed in each set like they are now.
Okay need to rest my head now.

If this should be put in the "Sell Sheet" section, I would then just put it in each one of the sets and call it a day.

I was just in the process of typing this same suggestion when I looked up and saw that Shannon had beaten me to it, dang nabbit!! In my opinion, I would list it has Year NBA Pick Up Game and then use the Note2 section to designate which brand they were pulled from if that is possible.

This is a full-page ad scanned out of a comic book. The cards are unique to each set, so they should not be listed together. I think what Chuck and Shannon have suggested is the way to go, and being an ad it doesn't really matter if it's duplicated, because it won't link to a specific player or team listing.
Here is an example of the Metal design...
And Upper Deck. I have cards from the other two but lost the scans to a remote hard drive crash before they could be posted.
The Stadium Club design is horizontal, I can't remember what the Skybox one looks like off the top of my head.
