If the front is the exact same as the regular Dave Stewart, it's simply a printing error, which was a fairly common occurrence, and Admin has continually said that printing errors are not documentable variations here.
If, somehow, the picture ONLY is Dave Stewart, but the border and everything is the same as the Louie Meadows, then that's another story.
Also, check the orientation of the back. Most of the time these wrong backs are created by feeding a sheet in upside down, so then the backs are oriented the other way. Normal Topps cards from this era if you hold the bottom in your right hand and flip it over so that the back is facing you but the bottom front is to your right, the back is oriented correctly. These wrong backs are usually upside down if you do this same thing.
