It is a printing error, but it has a decent following in the variation collecting circles. It's one of the ones I actually still need for my collection and is a fairly well known variation. Generally carries a premium over the base card, sells usually in the $5 range when I've seen them.
I know there are those at this site that don't care for printing errors, so I would say that it probably shouldn't be catalogued here. I've tried to get various other 1990 Topps blackless cards listed a few times (the same issue that caused the name to not print on the Frank Thomas card affected 12 other cards, none of them nearly as popular) but haven't found much interest.
For me...if you have an extra of the 1.991 version and are willing to part with it, let me know and we can try to work out a trade.
