There were multiple printings of the 1989 Tastykake Phillies 4x6 sets. Two are listed (regular & SGA - 32 card sets). At least two more issuances of this set happened. The cards in the left scan (5 cards = 4 regular + cover card) were added to the original 32 card set and a mid-season update of 37 cards was issued. A later and final version of this set was made and included 9 more cards (shown in the right scan + cover card) for a 46 card set.
