There exists NO opc version , as you can see on the backs of all 3 examples it says open to US residents, much like the 87's 91's etc different shading darker to light fronts backs etc

Would there have been any inserted in the tiffany sets or would the box just have the 792 base cards?

The cardstock version shown here that looks like OPC is often referred to by variation and Topps master set collectors as "vanilla bean." I believe 1989 and 1990 Company Store inserts had this stock.

1991 Topps wax boxes were also printed on it so a percentage of the box bottom cards that year can be found with this stock too.
