League Leader Foil?

Again, still doing inventory, and I came across the '01 Topps #393 and the front has a look of being foil, but I don't see any inserts or related sets with such composition. Is it foil, and is it base?

I just pulled my set out. Cards 387-406, all subset cards, have a foil front on them. ------------------------------- Tired and trembling I am descending, will I have to stay here and live this life again?
