Greetings,
According to the main 1991 Topps Baseball page here on TCDB, it says the Glossy All-Star Insert cards came one per rack pack, (as is typical with Topps). Well, I just opened three full rack boxes (24 rack packs per box) and of the 72 individual rack packs, NONE of them had a Glossy All-Star Insert. Was it only in an early or late print run perhaps, or did they not include them in Rack Packs at all? Does anyone have any rack packs with a Glossy All-Star showing?
Just wanted to let everyone know in case the database needs to be changed. Thanks!

That's odd, because the checklist is on the back of the wrapper, along with an offer to order the whole set. None of the ones I checked on ebay displayed the card as in past years, but there should've been one somewhere inside. Other sources also indicate these were one per rack pack.

Thanks Ed. I know the checklist was on the back, but nary a one was inside all of those rack packs. One of my buddies recently opened a few rack boxes as well, and he said there were no glossy all star cards in his packs either.

They weren't in rack packs in 1991, they included a code card (or very rarely, a vintage card) instead.

So that mail offer was the only way to get them?
(I bought individual wax packs to build my set that year, so I never got any of the Glossy AS and just bought that insert set within the past year or so.)

Every single site, as Ed pointed out earlier, has them listed as coming from rack packs. After looking at many images I began to think that maybe they weren't issued on the top of the pack like previous years. Instead maybe they were just collated withthe rest of the cards. However, if no one pulled anything out... Funnily enough, ther is no mention of the cards being inserted on the pack or box itself. Doesn't help that this year's isn't see though packaging like previous ones either. Maybe it was just the offer....

The Jumbo 100 card retail packs also explain the way to get a glossy Rookie set is via mail in offier. Price varies depending on the amount of proof of purchases sent in.

I can confirm that the Glossy All-Star set was only a mail in offer. My buddy and I recently opened up three rak cases (9 rak boxes-216 rak packs total) and not a single glossy All-Star card was anywhere in 216 Rak Packs. In previous years they had been available 1 card per Rak Pack. In 1991 they were only available via a mail in offer, and in 1992 (and beyond) they were discontinued. The checklist is on the back of each wrapper, but no card is included. The wrapper does not say that a Glossy All-Star is included.
As poorlittlecritter has pointed out, the checklist for the Glossy Rookie set also appears on each jumbo pack wrapper. I haven't opened any jumbo packs, but I would assume that, unlike previous years, there is NOT a glossy rookie included on the pack (again, the wrapping does not say one is included). Also, much like the Glossy All-Stars, 1991 is the last year Topps would make them available. Starting in 1992 (and beyond), the Glossy Rookies would also be discontinued.
This is confirmed further by the scarcity of these cards on ebay and Sportlots, especially compared to how plentiful the rest of the Glossy All-Stars/Glossy Rookies are from other years.

The Release Notes on the All-Star set were updated in September 2022, but we still need confirmation on the Rookie set, if that was another mail-in offer only or if the cards were actually in the packs.
