Could it be Devon White?

I am not sure if it is devo or not, but seeing the AL in the umpire cap reminds me of that era.

This sounded like a fun opportunity to do some sleuthing. Matt Merullo played a grand total of 16 games at first base prior to the printing of this card, all in 1991, and only once at Toronto, on 5/11/91: https://www.baseball-reference.com/boxes/TOR/TOR199105110.shtml

Devon White reached base once, on a walk, but there's no record of him or anyone else being picked off. The box score doesn't mention anyone being caught stealing. Looks like the content creators at Donruss stretched the truth a little, for dramatic effect.

Hmm, good question. Adding to SeventhSon's post, they played on 5/19 of that year with Merullo at first base, but in Chicago. According to that box score Devon White was picked off, but it says at third base.

White's time on base was while there was someone at second, so highly unlikely they would be holding him on at first there. More likely it was Mark Whiten, who was there earlier in the game with no one ahead of him on the bases, but still not picked off.

Looks right to me. Now that we see his face, it looks like Whiten to me.
