Does anyone else have any blank back Pick-Up Game Sweepstakes Stickers? I only have one variation the Charlotte Hornets Muggsy Bogues jersey sticker.

I think that's a printing error, they are supposed to have stuff on the back. Can't be 100% sure without a picture. Since they are stickers it might be possible that the back has been peeled off totally as well, perhaps it missed the adhesive application. 

Should each of the cards in this subset be tagged with the player whose jersey is shown on the cards?

IMO, no. There's no indication that the numbers were intended to represent a specific player.

All of the sets were locked because people kept adding links to players

I don’t have any Blank backs in my collection but I think Billy’s explanation makes sense to me. Many were peeled and affixed to a sheet trying to win a contest. I believe to the NBA Finals. I think you needed 3 stickers if I remember correctly.
