First - apologize for the photos but these are for reference purposes.
Second, five card set given away at a Blues home game.
1. TJ Oshie
2. Alexander Steen
3. Brian Elliott
4. Vladimir Sobotka
5. Jamie Langenbrunner
Header card displays limited edition cards of Brett Hull and Brendan Shanahan that were available if you spent $10 at the gift shop on Panini product. I did not and rarely see these available at the local card shows.
Header card also includes a special offer for $10 or $5 off tickets to see the Anahiem Ducks on March 8th.

Are the Limited Edition Brett Hull and Brendan Shanahan cards numbered #6 and #7 and part of the set? Or would we consider them an "Insert and Related"?

No serial numbers on any of the cards.
After posting, I found a couple of copies of the Hull card. This Brett Hull is number BH1, not sure what the Shanahan is numbered as I do not have a copy.

As to whether or not to consider them part of the set, I think that's a bit of a gray area for me.
I see similar cards on the website that are numbered in sequence with the giveaway cards but required a purchase from the team shop (or ask the team shop workers after the promo was over) that are listed as part of the set.

It’s no different than the checklist card in the 1995 Rams McDonalds set since those came every pack, so not an insert.

Actually, since it;s not a checklist but an offer card, it belongs as a Single Insert for this set.
