Maybe I'm showing my misunderstanding of Topps Heritage as a set, but.

Why would Rhys be a Phillie in this set and not a Brewer?

Because the set was printed before he signed with the Brewers at the end of January,

Because the card shows and lists him with the Phillies.

Simple solution, haha.

Yes, that is what I'm asking. Why did it get printed with him as a Phillie? When he is not a Phillie in 2024.

Simple answer.  Because he moved to a less collected team.  Ohtani is a Dodger because more people collect Dodger than Angels and Topps caters to that.  Soto is a Yankee because more people collect them than the Padres.  When players move to these teams, Topps seems to make a little more effort to show them with their new teams. 

Look at CJ Cron.  He is shown as a Rockie despite being traded to the Angels at the 2023 trade deadline.  I don't think they did this because of his collectability as a Rockie, I truly believe Topps just didn't even know he was traded.  Or more accurately, didn't care.
