Generally speaking, you simply have a miscut. Card companies began the "full-bleed" photography on cards, and in order to ensure that a full photo would appear no matter the cut, there would be more photo than what the 2.5" x 3.5" card could "hold". This lead to fewer cards being noticably miscut - the exception is here where it is beyond the standard tolerance for deviation.
The other problem is it's 1990s Parkhurst - over-produced, and holds no major value. Beezer might be a 50 cent card, at most. Most shops and shows would probably have this card for a dime or maybe a quarter - at most.
