I believe the UER in Note 2 on both of these are inerror.  ON the first link, the stats are for Edgar, not Tino.  Tino played in Williamsport in 1989.  He also was drafted in 1988, is 6'2" and 190 lbs according to other cards.  The error here is that the photo is of Tino, not Edgar.

The second link, the error is the same, not the name and stats but the photo.

Now the real question is, was the card intended to be Edgar or Tino.  In 1990, Edgar was ready to play full time in Seattle (which he did) while Tino was still planned for Triple A in Calgary. He came up to Seattle for 24 games in 1990 butplayed over 100 games in Calgary. I believe the card was meant to be Tino which makes the name and the stats wrong. The only accurate thing is the photo (and last name).

I'd say it was intended to be Edgar's card. Everything is correct for Edgar except the photo.  Incorrect photos seems to be very common in the minor league sets.

I have edited both cards Note 2 to reflect "wrong picture".  Only question for you C2, till 1990 Tino would not have worn the Cannons uniform.  So, if the card company took the time to take his picture in this uniform, they must have intended to include him in the set.  If this card is Edgar's, where is Tino's?

Card companies don't always take every picture. They also rely on teams to provide photos. And I'm sure the teams provide the current/upcoming rosters to the card company. There's no telling what the scenarios were that led to incorrect photos in these minor league sets. I didn't see any checklist cards, so we don't know which players were intended to be included.  All we can do is a lot guessing but at this point have to rely on the cards in hand.  

Might be a good question for Admin. In cases like this, do we list the card based on photo or based on the card text?  In the case of this card, and in my opinion, I'd call it an Edgar Martinez card with an UER photo.

I wonder if Tino has the record for being pictured on other players cards?  He was also pictured on Dave Brundage's 1989 Star Williamsport Bills card:
