Add a new set or as VAR cards?

I have this exact set but on the front, at the bottom, it is labeled "International Playing Card Co., LTD. (copyright) MLB & MLBPA 1991" as compared to this set "The U.S. Playing Card Co." Should I add as a new set? Or add VAR cards for each player? Or do nothing? Looking for guidance from tenured TCDB members, Thanks

New set under Inserts and Related. It would have been a different release.

VERY slow trading due to health problems. Not transferrable so safe to trade with, just moving is painful and can't always access the cards.

I say different set. Ditto to Dan. Those were only issued as a "set" and the International set would have been completely separate from the USPC set. It's not like you could find any INT cards in the USP packs or vice versa. Two different productions.
