Modern insert sets don't usually have cover cards, do they? This looks more like an advertisement for the set than anything else.
We have this as a stand-alone insert set in 2007 Topps.
There is also a 2005 Topps Turn Back the Clock Promo card on eBay - I'm on my work computer and can't access eBay, but I've added a place for it as a stand-alone insert in 2005 Topps.
I'd say it should be added as a single-card promo under 2008 Topps.

I thought the Turn Back the Clock cards were sold in 1-card packs for 5 cents. There was one for each week of the season. I didn't think they were inserts in 2008 Topps.

Spaz I believe you're right about how the actual sets were sold. I'm thinking this card, however, might have been inserted as a promo or advertisement for that set.
I can't say definitely, because honestly? I have a hard time remembering what I had for lunch today, let alone what cards were inserted in football packs 12 years ago. The only thing I can offer is that I feel fairly certain that I had one or two of these at one point - and at 13/14 years old, I wasn't getting myself to any LCS to get Turn Back the Clock cards.

Were these separate packs IN flagship boxes (much like the "silver packs" in the recent baseball product), or were these completely separate, like with their own boxes, etc.?
