The Silver sets were issued in 9-card player sets, distributed in sealed plastic bags, limited to 2000 sets. For every 5 sets ordered, Star would send 1 (non-numbered) promo card of that player, limiting the promo cards available to only 400 (this fact is noted on the reverse of each promo card).
Between the Silver and Gold sets issued in 1989, it was believed by Star Company to be the first card manufacturer to release cards with foil embossing.
