The connection to Cooperstown is that Topps set up a press at the Hall of Fame, printed and stamped these on site.  They did the same at Canton in 1997.

Hopefully looks better in hand than in this scan as it's pretty hard to read.

Hard to read but that was the year I got back into serious collecting.
