So I go to a yard sale in which baseball was mentioned in the ad online and find that he meant actual baseballs instead of cards. He did mention that he had like 3 or 4 hardshell suitcases full of cards. I lowballed him with a $20 offer to which he responds with wants us to go through them and figure out how much everything is worth. Not knowing what is in this collection, I would be willing to offer $100 but not for a couple of weeks. What would be the best strategy to try and seal the deal?

If it was me, I'd want to get a look at what's in there. Or I'd walk.

You probably should follow up with him soon, with whatever you can afford to spend, and get him to show you what's in there.  Might slip away if he's thinking dollar signs, and someone else may cherry pick what he does have, if it's anything good.
