Ok, so maybe I'm just not understanding this, so I'll ask ya'll.
On July 12th, I won an auction for a 2019 Donruss Optic Gold Prizm Auto (SN10) of L.J. Collier with a $15.50 bid. The listing said $4.70 shipping. According to eBay, it shipped on July 13th. 12 days later and it still has not arrived. eBay doesn't show any tracking information or even a tracking number, so I casually send the seller a message asking if they had any tracking info because it still had not arrived.
Seller responded that since it went for less than $20 (which he couldn't believe), it shipped in an eBay envelope and should be there soon. I responded with "$4.70 for an eBay envelope?" and later in the day, I get a notice of a refund and a response from the seller of:
"Well it was set prior to auction closing, & I never thought it would close less than $20. If you want a refund I’ll go ahead and refund. I can see where this is going and I’m going to go ahead and give you the card. Just do me a favor and I hope what goes around comes around. I don’t need buyers like you bidding."
WTH?!!?! I didn't ask for a refund and while I was pretty annoyed that the seller pocketed the extra and didn't really use the shipping offered, I wasn't ready to escalate this to "not received." Geez.

I will share you one eBay story. Bought a Kmart baseball box set the seller charge $2.99 shipping but when the package arrived it had $3.57 postage due. So I contacted the seller and his response was the post office charged you not me so not my problem. I contacted eBay and first they told me to wait 30 days, then when I contacted eBay today they said they couldn't do anything about it...so I pad well over $9 for a junk wax era box set...live and learn

With the number of buyers out there trying to find ways of scamming sellers I can see where he thought this was going to be negative from the get-go. But he also sounds the the investor/flipper type so that doesn't help. But to assume a selling price right now it crazy. I've been finding long-time needs for way under "normal" cost a lot lately. Just because he doesn't like the sale price should dictate his attitude (goes back to investor/flipper comment). Every time I've gotten something for way under expectation, never had an issue really and the seller has adjusted fairly. Heck, happened today when I got an unexpected discount when seller sent an invoice.
I have an open "Not Received" compliant in right now. Tracking shows the items has been sitting in the USPS regional center for nearly a month. Seller keeps coming back and saying "let's give them a chance to deliver." Considering the cost I can see why he's saying that, but still, it's not getting delivered at this point and I'd like that money back on my CC. I've bought from this seller MANY times over the years and never had an issue.

That's one of those things where I try to get multiple items from a seller and take advantage of combined shipping. But that seller is a [insert choice word]. He knew exactly what was going to happen. He deserves less than stellar feedback. If he blocks you, probably won't bother you none. Because I've never been blocked or anything....

I just got very lucky recently. I had bid on a card that the seller had set a reserve, both times the reserve was not meet. The seller then removed the reserve and I was able to get the card for lower than my origianl bid. I was waiting for some sort of issues with the shipping but thankfully I was dealing with an straight seller. Never know who you are going to get

I am still trying to understand the comment of "I don't need buyers like you bidding". What does this mean? You bid on it, no one else beat you because they didn't want the card badly enough, and that's that. Would he have preferred if there were no bids at all? The guy should clue up and set a better starting bid.

It sounds like he didn't liked the final price, then faked shipping. As it was never sent, he would play the game "USPS has lost it, but I am a good guy and I'll refund you" before trying to flip his card higher than $20 or keep it. Just out of curiosity, what are the seller's feedbacks (% / numbers)? Is that a new account or a repeat offender?

eBay tracking is the worst thing ever, one guy I have bought from twice shows cards not delivered but at MyUS account it looks like they are there ( I currently have 7 purchases which includes 2 with no tracking and 7 items ready for shipping), seller has given me a refund on one but if it turns up I'll find out how to repay him

Supposedly a member since 2005 but only has 500 feedback. 175 as seller. 1 neg in the last 12 months which included "Be prepared to be verbally abused" in the comment.

The "eBay Standard Envelope for Trading Cards, Stamps, Postcards & Coins up to $20" is priced at $0.93.
Charging $4.70 seems shady.
