The actual algorithm isn't known but you basically have to submit hundreds of images that don't get cropped, rotated or flagged for removal.
I did see some of your recent uploads were marked for removal already due to mock-ups.

No problem. If you have cards you want images of but can't scan or find scans, you can use this to add personal images to your collection.

Will using this method consider the image as scanned? This site is pretty stringent on every card MUST be scanned, nothing else.

Maybe I'm wrong but I don't see why the scan requirement matters for use in a user's personal collection area. The scan requirement is to provide uniformity and ensure quality on the main card pages which serve as historical records of sets.
The card detail section includes an "autographed" field which can include IP/TTM autos, but those wouldn't be allowed on the main card page even if it was scanned. So I would think the personal image section has fewer requirements.

Scanned images are only needed for the card page. You could take a photograph of your own card and add it to your personal collection. Same goes for the Mystery Card Forum. There really aren't any guidelines regarding your own personal images.
However, uploads to your personal collection do not count towards the required images needed for self-approval access.
