They are different sets. Even the samples are different. The one set came as inserts in the UD product and the other did not (I think it was a standalone product).

The second one was inserted into Series 1 packs while the first one was a standalone product (see below link). You'll notice that the images for the players are different (ripken for example) to help distinguish.

The direct link to the PowerDecks on the 2nd link is this, but like Dan said, they're different checklists. Yep, I remember these well! The reason they were more confusing in 2000 is that in '99, PowerDeck packs included the CDs as well as cards ("Auxilliary") while in 2000 you just got one CD per jewel case (pack), so when they were removed they were similar to the UD pack-pulled inserts. If I get a chance maybe I'll try to update the info/trivia for the standalone product since you make a very good point.
