When rating, Is 1 the best your number 1 choice. or is 4 meaning you give it more votes to get done. Which is the better with meaning i really want this?

If you are talking about the Things to Do  (New Feature) rankiing.    Number 1 is what you want done first and you go down the list in the way you want them done.  (Your Priority) There is no reason to put all of them on your rankings if you have no interest in them.  

If you're talking about New Features it's not a "rating"; it's a priority ranking.  "1" being your number 1 (first) priority, "2" being your number 2 (second) priority, and so on.

Also, you can add Comments to a Feature suggestion. Maybe a way to tweak the suggestion, or if you think it's a waste of time, or something that is already available.
