It sounds like you submitted an inaccuracy report and attached or linked to a checklist. The member who actually used the site's tools to upload the checklist is the one who gets credit.
You need to be level 5 to be able to "process" checklists and there are guidelines at that link. As it mentions, there's multiple ways to process a checklist, one of them being importing an Excel spreadsheet. The members who process checklists have to look over what's been submitted to make sure all attributes are accounted for (numbers, names, teams, and notes), and sometimes after the upload process they need to do other work like creating new IDs for subjects/teams not in the database yet, format variations, and more.
This isn't to say that what I think I'm understanding you did--supplying the checklist in an IR--isn't valuable, it's just that that's not what earns points here.

In the meantime, the best way to build up your points is to submit scans that meet site requirements and gain the various permission levels that allow you to do more.
