I've looked at Hoops, Dumars and Thomas but can't locate this card.

Despite where the card is currently cataloged, it was actually a mail-away offer on the back of 1990-91 NBA Hoops, like the All-Rookie Team card. Check the backs of 1990-91 Hoops packs and you'll see the offer. This card should probably be moved to the Hoops set as a Mail-In.
