I noticed the "secret code" that's along the left edge of the picture & in the background, near the top of the card.  It looks like braille, but the dot patterns are gibberish... that is, they're not real braille symbols.  However, looking at the number & repetition of symbols, it SHOULD encode the words "maximum access", but whoever designed it seems to have goofed.

The "access" part looks right, but the word "maximum" is only good for the first five or six letters - the last one should be a ".." M, but it is something else.  I wouldn't suggest this to be an UER, but it is a curious error on the designer's part.

All of the cards in the set have the same dot pattern.

I can't read Braille so I have no idea, but there is actual Braille on some cards in 1993 Action Packed. 

Braille symbols? Are you looking at all language? Braile is universal for letters only, not languages. But it also looks like the old punch cards codes we use to use on the old computers from the 1960's to the late 80's. Have you tried turning it upside down? There is a blue arrow pointing down and all maps point up for holding the right way to read. Or it could be like the Bettles Help album cover. They are not spelling help in semaphore. Despite what it was meant to be. That photo just looked better than when they did spell help. The artistic impression of something that has meaning, but does not mean anything. It just has to look cool wins every time. Art rule 101a. It just has to look good and can fake a meaning to make people think. Is better than having a meaning and people get it. They will stop looking at it. Art wants you to look at it, again and again, to make you think. Good god, now I sound like my old art teacher. lol. Thinking of you Miss White where ever you are. 

I agree with RJ Smith.   Looks like an attempt at the old punch card codes.  I used to be able to read those.

There's more to Braille than just the letters A-Z. There's numbers, puncuation, symbols, actions, letter combinations, words, etc.  Here's the best I could do.  Still meaningless.

I think some of you are missing the point.  I only compared it to braille because that also uses a 2x3 array of dots.  

What I'm pointing out is that it clearly was an attempt to encode the words "MAXIMUM ACCESS".  Look at C2C's translation, take the first letters of his interpretation of the second word & it spells "A-C-C-E-S-S".  Logic dictates that the first word should be MAXIMUM, but the third instance of "M" is not consistent with the 1st & 5th symbols - which are also "M"s.  What they have is something like MAXIMUN - so whoever "approved" these graphics did not code-spell-check.
