As you can see, it's considered property of Topps and was not meant to be in the public.
All sets are created by printing them in sheets of various sizes. Most common sheet sizes are 132 (12 across, 11 down) or 100 (10x10). I'm sure smaller companies have done other sizes as well. Those are the sizes I'm most familiar with.
Admin has stated that since all sets originate from sheets, uncut sheets are not permissable for adding to the database.
And also from what I've seen, just about every year of sets have uncut sheets floating around somewhere. Not all that uncommon.
