Has anyone seen or heard of this 1989 upper deck Bobby Bonilla error before?

The name is missing on the front. Although I'm an error fanatic I don't have much baseball knowledge, so I am not familiar with this. First thing I would do is take it out of the toploader and make sure it hasn't been altered. Check for inconsistency in the feel and finish of the card, if somebody did something like use an eraser or white paint it would show.

VERY slow trading due to health problems. Not transferrable so safe to trade with, just moving is painful and can't always access the cards. Good eye Billy. I didn't notice or think about the missing name.
I don't recall hearing about it being one of the big errors for collectors to chase (like the Frank Thomas 1990 NO Name, or the 1974 Jesus Alou No Position errrors) . Maybe it is.

I haven't tried it with a 89 UD card, but you can use an eraser to remove the ink on the fronts of Topps cards (this I have tried on an already damaged card that was being tossed more than 30 years ago). LIke Billy said, check the normal name area and see if there is a lack of shine in that area (tell-tale sign of erasing).
Otherwise, not sure how the name (black ink) would be missing in that spot without it being missing on the rest of the card seems odd. I don't remember hearing anything about this back then.

Good advice Billy! Looks like you may have answered my question! I took it out of the top loader & sleeve, and it does have a sight difference in shine where the name should be. Thought I had something there.....Thanks!

You'd have to see the printing plates to know if the names were a separate plate/pressing. If they were separate, then it would be a case of a missed step in the printing process (or two sheets stuck together).

Someday my cards may double in value and then be worth half of what I paid for them.
