Again, is there a chance to get them added ?!? Are all the Platinum base Rk/GU /800 all refractors ?!

Just a point for terminology correctness.  These are "Redemption" cards, not "Exchange" cards.  The cards you receive back from Panini/Topps would be the "Exchange" cards.

Basically, anyone with the needed level of permission can add cards to a set or create a new set, so there's always a "chance" that will happen. RDM cards are typically placed next to the EXCH cards in the set, but I'm sure there are exceptions. More specifically, if you want a given card added to a set and can't do it yourself you should file an IR with the necessary information and someone will get it done in turn.
