Card front matches this one: https://www.tradingcarddb.com/ViewCard.cfm/sid/178961/cid/11462036/1991-Front-Row-Billy-Owens-1-Billy-Owens but I don't see any parallels/promos listed. Any idea if this is a full parallel set or a one off promo? In gold foil, the back has 'Charter Member' in large text split around the circle, text within the circle that's not real easy to see in the scan is 'Front Row Collectors Club' around the logo.

My BkB card knowledge is extremely limited.

It must be a parallel set because I have card #5 Dikembe Mutombo..
