I think it matters that it was a custom issued by a card company, rather than made by an individual

When it comes to getting information on TCMA cards it might be worth a shot to search "TCMA Ltd" on Facebook. Ask questions there, I believe Myron Aronstein's son responds to the messages. I once asked about a variation on a card and we had a pleasant exchange of conversation.

He's a player- and the card was done by a widely recognized manufacturer.

I think this is not a "custom" as it actually was made by a manufacturer, not somebody ripping off a card company by using their design to make a homemade "custom" card.

The Bush card is an insert to the 1990 set. Not a special issue as far as the information goes.
