I realize that all 4 of these cards are scanned in seperately. But is there a place for this scan, maybe in packaging? To show the way they were distributed?

Do you have a link to the set that is presently on TCDb?  That would help.  Then it is to know if the panels of cards were always the same in every issue.  That would require research.  And while doing the research, a checklist of all of the panels issued throughout the year comprising of all of the cards from the set would be necessary.

Some panels of cards are listed as a "Insert or Related set".  This could be one though others more knowledgeable as to the whether it is or not can chime in.

Yes, there's no reason these panels shouldn't be listed. I believe (and this can be confirmed through research) that there were 12 months of Tuff Stuff issued with four card panels each month. 

I've seen uncut sheets listed under Inserts and Related Sets so that seems like a potential home.
