Hi,
This panel of cards was inserted into the 1992 Super Bowl program (odd because the Bengals were not in the 1992 Super Bowl). In any event, clearly they were printed by Pro Line Football, though they are not the same as the cards from Pro Line in 1992 that are currently in your database. I many have missed the entry in your database, but just in case wanted to call these to your attention.

That's very interesting...I don't think its listed yet. Not sure if it should be listed under the Pro Line set itself as an insert (but it wasn't inserted in packs) or under oddball, with the program as additional info. Others may have a better idea how to list it.
In other news, while searching this item on ebay (I like weird items like that) I bought the SB seat cushion complete with program, and other insert items (including the stunt card and Pro Set SB card set with binder) all for twenty bucks!

They're the exact same cards from the set except in panel form. List them with the 1992 Pro Line Profiles set as a single Promo.

Did all of the programs have Munoz or is it possible the other players' 9-card sets were also in sheet form?

Sounds like the right place, but they do need to be entered as both a set and as a panel. When comparing them to the regular issues, even if we ignore the perforation vs. cut difference (which we usually don't ignore), the bar on the back at the top is a different color and the "x of 9" statement is in a completely different place. These are different cards than what is in the base set.
Did every program have the same 9-card panel, or is there a larger checklist to be investigated?

Every ebay listing that mentions/shows the cards are Munoz. The Super Bowl was January 1992 and the set was released later in the year, so they're promos for sure. And like Tom pointed out, the back design was changed when the set was released.

Card numbers are 82-90, not 1-9. The 1-9 numbers are a subset numbering. The complete panel card number would include all card numbers on the panel not NNO; like this "82-90". When panels have non-consecutive numbers, then for example "1, 15, 27, 49".

smh I have the regular cards and forgot they have the "1 of 9", "2 of 9" as well. Thanks for updating that for me!
