Card Identification Forum

I was putting the 1996 Topps Gilt cards I have into my PC and noticed that the cards have either a gold foil or a silver foil on the front. I assume the gold foil is the base set and the silver foil is the platinum set and they all have "Gilt Edge within the "G". But the above card has just the "G" and the gold foil. Is this the promo or is this something different. I've checked the forums but found nothing. I also looked at the Steve Young cards. There isn't a card picture of the promo card so I can't compare it.

Considering the era it could be several things. Common issues from the time were no foil being applied, misapplied foil, foil chipping off or foil changing color over time. I'm leaning towards misapplied foil here.
