I'm totally guessing but it might have been handouts at the All Star game weekend. There's is literally nothing about it on the web other than the reddit link. Kinda cool though 😎.

There are a few listed on eBay of other mascots that are signed. Search orbit mascot asm4 and it will show the others. Seems like they were in person autographs.
