The best info I ever found is that it was a sample/promo for a set that was never made. A lot of people say it's broder/unliscenced/homemade. There is a released similar smokey set (in appearance), so its a design that did get released. I asked an "old school' printer and he seemed to think that it indeed was a sample, since it uses older nd logo (diff from what was used in 91)
When I asked in here before I was told that was "hooey" since trademarks don't expire and that i incorrectly said copyright. Digging deeper the official nd website says that all previous iterations of nd can be freely used (only in positive light) and the current nd would require liscencing. (Which reinforces the idea they were trying to get the liscence. The same was said for smokey logo and that liscencing fees were paid to use smokey bear since the mfgr was creating sets for us forestry. (Army, cal, Florida, oregon,Oregon st,washington....just not ND) keep in mind rocket was expected to go #1 in 91, but instead went to CFL, so it makes sense they used rocket on the sample. I dunno what you have seen/collected joe but there are several unliscenced/Canadian specific cards released of rocket back then.
