I'm sure this is written somewhere, but figured asking would be easier. Moises Alou, #74 of the 1999 Upper Deck Century Legends lists Expos on the front of the card and Astros on the back. Which should go in the db?

How interesting, I don't think I have seen a card like that.
If I had to make a decision, I would go with the Expos since that is what the front of the card says, and that is the jersey he is wearing on the front of the card.
Edit: After looking at the Guidelines, I am almost wondering if it should have both teams listed. Hopefully someone with some more experience can give a for sure answer:
- For cards with multiple teams, the team names should be separated by forward slashes. Example: New York Mets / Los Angeles Dodgers / Houston Astros

I'm not sure the accepted answer on this. My opinion would follow what sahal694 says. These century legend sets are unique. I don't feel the cards are meant to be a snapshot in time like a typical card set is. There are other examples in this set where multiple teams are listed. 14, 19, 64, and 85 all do this.

The 1950 Bowman set has this problem. Pictured with one team on the front, but description with another team on the back.

Card clearly says Expos on the front with the Astros logo on the reverse (as that was his current - at the time - team). Sounds like a good candidate for both teams to be listed in the DB.

ITG ................ uh huh. Lots of hockey with the same issue, contacted Admin in the past and am 99% sure I was told to stick with the front of card, BUT ..........
as unlicensed sets the logos do not appear and only the city names are in print, not the team names. That is why lots of ITG sets have been left blank. Even the ITG website (when it existed) would not list teams as they could not. Like I said fun. =/

Well, I did read and take the quiz for this and it doesn't address this situation. So I thought listing both was best. However, when I did it, I didn't leave a space on either side of the forward slash, so I think it may need to be corrected.

Couldn't agree more - it's annoying. I just look at the jersey if possible and use that, but not all the cards have the city/state of the team on the cards either.
