The Pete O'Brien cards with blue shaded stats is a variation on his card only, as far as I have known. This variation has circulated on wantlists for a couple decades now. I have looked for it on and off but admittedly haven't thought about in 10+ years. Beckett often wouldnt apply a UER or ERR label to new variations but would note in parenthesis like this until more info turned up. I believe they stopped pursuing this one and left it cataloged like this.
Edit to add: I see that this card also has a different border design from the factory set version - very odd!
