What is the deal with the final card listed in the base set, #300 Frank Thomas. Its not the actual #300 and it is designed like 1990 Leaf. Is this an insert, and if so, why is it listed with the base set?

I assume you're talking about this card - that was inserted in 1994 packs, has a 1994 copyright, and has a 5th anniversary foil logo on the front?

Actually, it's listed as a "Single Insert", so if you're "scrolling through" the set, it will show as the last card in the set. This is normal TCDB behavior.
