how do you value an error card. i cannot find any other instant of this card?

It is just missing the foil. Value is equal or half of the normal card in most cases.

Technically, it's a print flaw - missing the foil. A Rangers or Billy Ripken (or Ripken family) collector might think it's cool, and depending on number of bidders for it, but it may fetch a couple dollars these days on ebay. And it might go for the opening bid (if there's only one collector interested).
